An Asian Auschwitz

High school history books and curriculum do not cover arguably the worst individual in  human history.  The atrocities he and the people under him carried out are some of the most horrible, despicable, physical examples of human evil that could be imagined.  His name is Shiro Ishii.  Shiro Ishii ran a biological warfare unit in 1936.  He was a physician and army officer.  Because biological weapons were banned in 1925 by the Geneva Protocol, Ishii reasoned they had to be extremely powerful. The Anti-Epidemic Water Supply and Purification Bureau that Ishii set up was simply known as Unit 731. 

But his work was largely kept a secret until more recent history.  One of the reasons for the secrecy of his work is because the United States declined to charge him with war crimes at the end of World War II.  So while Josef Mengele (Angel of Death) and other Nazi criminals were chased around the world (many captured and executed) and charged with crimes against humanity, maybe the worse of these human beings (and his henchmen) was allowed to return to Japan and live until the age of 67 where he finally succumbed to throat cancer.

So my question to you is why was this man and his assistants allowed to live out the rest of their lives, in some cases prospering as individuals, with immunity for their horrible acts and crimes.  Why did the U.S. or China not proceed to charge these individuals and make them pay for their atrocities?
